That's the wrong answer, in my opinion. You don't cut the budget by cutting the budget, you do it by hiring competent people so that you're not doing two movies of filming to make one movie. The mantra for screenplays should be "measure twice, cut once" - it's far cheaper to fix problems in the planning phase than with a second round of filming.
I know one way they can reduce costs: stop hiring Hollywood actors to voice all the characters, and go back to regular voice actors.
