IIRC, the wording mentioning natives specifically had to do with treaty rights of some natives to cross the US- Canada border without a passport.
While the main battleground was on Parliament Hill and while Trudeau lied about its scope, the legislation as written applied martial law to the entire country.

That's why he met with literal terrorists who bombed train tracks while protesting an oil pipeline mere months before freezing bank accounts.
