They're having trouble finding wealthy enough marks thanks to the job market they rigged. They're not going to tolerate the existence of a beta, not even temporarily, unless the divorce rape they're planning will be lucrative enough. There's only so much wealth they can steal from a guy their policies condemned to a $15/hr Walmart job, and it's not worth it to them.
From a certain standpoint, I guess they're playing the same kind of approach that some guys have been doing on dating sites, social media, and IRL for ages: Keep hitting on women, no matter how shitty their approach is, because eventually someone somewhere does actually say yes.
Oh I agree. While the scenarios are similar, the level of potential exploitation and risk is not exactly so balanced. Mostly it occurred to me how strikingly similar the RNG-jackpot mentality was in both behaviors.
