I could maybe understand something like this to some extent when it's about encouraging a kid to excel in something they're extraordinarily good at. Like child prodigy stuff in mathematics, science, music, etc etc.
Just so long as they aren't pushing the kid so hard that they aren't able to enjoy a healthy childhood experience of actually being a kid. And so long as it's more about encouraging and fostering their kid's growth and potential, and not about the parents and the benefits they might receive.

So I'm going to assume it was FBI agents that started them.
