I'm about 75% sure it's him. That account being old makes me doubt it a bit, but it otherwise has the calling cards.
Convergent behavioral patterns are a thing though. I'm inclined to believe multiple people are capable of being that malicious while pretending to be retarded. It doesn't have to be him, but it would not surprise me to learn that it was either.
