Well yeah. So why pretend that it's their fault because SETTLEMENTS? And what sense is there in unilateral concessions to a side that is bent on killing you?
Why? It's a weird thing to say.
Building settlements show that Israel doesn't care about the current residents of the land, which continues a historical pattern of not caring about kicking people off land - a campaign that invented modern terrorist bombing as we know it. This, in turn, undermines peace negotiations a priori. To say this doesn't matter is to spurn negotiations as a whole.
