PSA has gotten into the market of making stupidly cheap yet reasonably well put together ARs, so it wouldn't surprise me in the slightest.

In all likelihood it was an online sale with the transaction going through a local ffl. I have an assortment of PSA guns and have never even been within a hundred miles of their store.
I think there's been a couple who used PSA, and they've started making it a talking point since PSA is essentially actively arming America by offering what is, $250 glock clones and sub $500 ARs, if you get their special offers of blemished receivers.
