Also, I've seen a lot of high schools have these "independent health centers" located in them, that seem to exist outside of the normal school power structures (to make sure you have no ability to control them) and only exist to give kids drugs and sex advice at a time when those things are their most dangerous. They also seem to love running "events" that will get non-parents into the high schools for reasons I'm sure are totally kosher.
I don't know when that trend started, but its absolutely not a good thing that these clinics exist and there should be far more controversy about them.
