Are you suggesting that they planned both the disclosure and the attacks? Otherwise, if the disclosure was unplanned, it would suggest that they had the attack at the ready but 'on hold' until they needed to distract from something. It seems to me that something like 9/11 cannot happen, especially as an inside job, without a great deal of preparation.
Frankly, (TW) none of the explanations for an 'inside job' make that much sense. They regularly waste taxpayer money with no accountability, so why commit mass murder to hide something? And as we've seen with Ukraine, it's so easy to propagandize people to go to (proxy) war, they would not even have needed 9/11 to persuade people to invade Iraq, another leading explanation for why there was an 'inside job'.
Iraq was much different. Our own military full on bombed and then occupied it. Iraq was also sold on a "pre-emptive" doctrine where Ukraine is (disingenuously) framed as defensive. Iraq hinged on the ideas that Saddam had WMDs and was harboring terrorists. 9/11 was instrumental in engineering fear about terrorism. The most charitable thing I could reasonably believe about 9/11 is that they knew and let it happen anyway because it was politically useful.
