I double-checked and there seems to be no consistency among the different media. Sometimes she's "white" (pinkish skin tone, especially when she was a child in the anime and when colored in Oda's manga drawings). In the anime as an adult, she seems to be a very light brown with a shade of pink, sort of a Mediterranean skin tone. (Granted, some characters look a bit different when showing them again in the anime after years of not appearing)

The thing with anime is that when there is a black character, they are UNAMBIGUOUSLY BLACK. Just look at Mr. Popo from Dragon Ball, or Dutch from Black Lagoon. No way would you be able to argue they were anything else.
