It was the middle of the night and a fire was approaching. Sending out mass texts is NOT a workable solution to wake people up. A giant fucking siren is.
Nobody is going to start running towards a big wall of flames and smoke because they hear the siren that tells them to run uphill. Waking everyone up was the number one priority.

Yeah and put both of them together, sound the sirens to wake people up and send the mass text so they know what's going on.
Sometimes it takes fuckups like this to learn of system flaws. Hopefully now they'll add a generic "wake people up" alarm to the library.
