So the whole point of the article, buried waaaaaay down, is that Florida LEGISLATORS have supposedly agreed to some kind of change in the law, supposedly because of lobbyists, but nothing has happened yet.
The law is being challenged in court and there is a good chance it won't survive because of US Supreme Court precedent that national origin discrimination is subject to strict scrutiny. That gives a good reason to look at revisions to make sure the law survives.
I don't buy the argument about lobbyists since foreign nationals from those few countries don't represent a significant percent of buyers.
