It's obvious what he's replying to. Same as the other guy. "If he didn't want NATO to expend he shouldn't have invaded Ukraine."

Taking Cato's statement as fact, if "NATO has been expanding since 1989", it wouldn't matter what Putin did or didn't do. Perhaps Finland wouldn't have used Ukraine as casus belli, but NATO could have found another way to expand.
