They may have been placebo, or the logistics weren't in place and they weren't cooled properly. Also if you were lucky the vial had been standing at room temp for several hours before you got the dose and thus it was degraded enough to not give you a large reaction.
I think this is partly why they urged us to get more than 2 doses as it wasn't having the projected effect.
I think it's naive to assume it wasn't intentional. The military has a vested interest in this tech. They would not pass up the opportunity for mass human testing on a global pop. 100% sure they ran a bunch of secret trials with different magic juices just to see the effects

I'm sure it was a strong mix of hubris, malevolence, greed, political opportunism, laziness, incompetence, and self interest involved in the entire ordeal and how it played out.
