It's certainly a distinct possibility. I think the sheer scale of logistics involved aren't something to take lightly either though.

I'm sure it was a strong mix of hubris, malevolence, greed, political opportunism, laziness, incompetence, and self interest involved in the entire ordeal and how it played out.
