Skimmed it a bit, they mentioned 9/11, trying to link the resistance to Trump because the FBI wiretapped him around the election but this paragraph says it all:

Leaders of both parties have warned the Biden administration that Congress will not renew the law that legalized it, known as Section 702, without changes to prevent federal agents from freely searching the email, phone and other electronic records of Americans in touch with surveilled foreigners.
So it's not to surveil foreigners, it's to access the logs of Americans POSSIBLY in contact with foreigners they deem 'of interest' without needing to go to court.
Think how easy they could apply that to EVERY politican, reporter, businessman etc with how quickly the 'enemy' changes..
Last I read, these surveillance programs were operating under a “three jump” rule, which means they could access the NSA-recorded data of any person who had spoken to any person (1) who had spoken to any person (2) who had spoken to any person “of interest” (3) to the government. This web includes basically every remotely powerful person on the planet. It’s carte blanch to spy on everyone in the world.
