Yeah it's weird how A LOT of modern issues make me come to the conclusion we should wall off cities, I can't tell if it's just how they are designed architecturally or the volume of people living in such close proximity but they cause more issues then they are meant to solve.
It's at least in part how they're designed. The elevated highways are partially designed for defensibility, the highway system in general was designed as a defense asset.
They'll be too busy trying to 'peacefully co-exist' with the joggers to vote, just suspend it for 5 years as those that remain after will probably be more based than Patton!

The farmers stop supplying cities and we wall them in, after 5 years that should ensure no more emissions from cities.

As long as "walling off" implies taking away their right to vote, sure.
