That was how it worked when Roger was alive. Yes they wanted to push the Overton window back towards Right/Neocon thought, but they cared about ratings above all else. Since the Murdochs took over direct management they've been very political behind the scenes, even shedding viewers when necessary.

Ironically, I think Fox News did a great job of proving that it is centrist, not right wing.
