I don't think it's Germany, I think it's the Prussians. Prussian mentality has plagued Germany for over a century. I say move the capital to Hanover and you might see a significant difference.

Every country/state needs to get rid of their current capitals. The people in major cities are sick. I don't know if we even need capital cities any more with today's communications and ease of travel, though it's nice to have one for symbolism and as a backup meeting place.
If you can't physically carry the government and all it's bureaucracy in one trip to the next location every 5 years, then it gets abandoned. Those bills better become more succinct.

Prussian aristocracy. The average Prussian had to sneak into the west to get away from bad ideas.
Most of the aristocracy thinks they can maneuver like Otto Van Bismark, and have failed over 100 years to prove it.
Thinking you can political maneuver like Bismark, is like thinking you can conquer like Alexander The Great.
I think that has been a leading cause of modern wars, people who think they can do either.
