Broadcasting controls serve a legitimate purpose in the age of analog free-to-air television: when everyone in the state is watching the same seven shows at the same time, there's a real risk that all seven channels might independently choose not to broadcast something you deem important unless you make it mandatory. Digital television alone increases the density of channels sevenfold, meaning it's less likely but not impossible for every channel to make the same omission. But there is no such risk in non-broadcast, streaming video. There are three YouTube channels for every Canadian, and any Canadian can watch any part of any video on any of those channels at any time. If none of those hundred million channels have the content the Canadian government wants to be available, they can just make another channel, or use a different website completely. Given that, the only reason to want this bill passed is to shut down unsanctioned content for its own sake, not to guarantee a space for sanctioned content.
