The truth is that while counties don’t count for much in federal elections, they count for everything in any potential dissolution of the union.

I really wish for them to succeed. But I doubt that the ivory tower urbanites will accept that their direction is a failure and thus will object strongly to any attempts to join with Idaho.
I think the likeliest path to success is for the counties to vote in favor, Idaho to vote in favor, and then just do it and challenge the Oregon legislature to call up the national guard to force counties to remain part of a state they don't want to be in.
