to me east asia already had higher iq because of the cultural encouragement of education, they showed lower iq when initially contacted by the west because of the ignorance of the western studies, once they were educated in the subjects, they tested well. the early versions of iq test were heavily influenced by language and culture whereas the current ones are based on abstract concepts with no reference to cultures
when they also grow inches taller on average you realize there was a physical deficiency before. Which no doubt can affect the brain.
