Sorry, but from my perspective as a criminal prosecutor, hard disagree. By the time most of them hit their teenage years, they’re set in their ways. The little niglets born to welfare mothers are just waiting to age into the criminal justice system.

I don't fault your perspective. It is true, many of them are hopeless.
But our society depends on you being wrong at some level. If you are right, we are already doomed.
