Don't know yet. Only one episode has aired so far.
Could be completely innocent. Could be another Zombie Land Saga.
But I felt it was notable in the culture war.

I'm not really opposed to the concept of magical boys, but I think they should look more "princely" or something. If they had given him pants and combined the mini jacket and skirt into a fancy coat thing, the design would be far more masculine, but still fitting the cure theme. The Ponytail and earrings are a bit much, but forgivable.
The real test will be how he's used in the show. Often this type of character will be used in a slightly comedic fashion by having a female character design act like a hormonal teenage boy or otherwise try to become more masculine, or be totally confused by the fact that everyone thinks they are a girl when they are so obviously a boy.
Or we could get the whole true girl's heart nonsense.
Or we could get none of that and just have a dude who helps his friends and doesn't care that the magical transformation is feminine looking because it helps him punch bad guys.
Really hard to tell with japan these days.
Outside chance, we might get a based line like "It doesn't matter if my clothes and appearance changes, I'm still a boy!"
As I mentioned earlier, Cure Chocolat is more butch than Cure Wing.
As in quite literally the character is modeled on a Takarazuka Revue style otokoyaku (lit: "male role", although played by a woman), and the VA did that for 15 stage productions IRL before moving into voice work.
this is one of the points that cause people to point the finger against anime accusing them of causing the anime-tranny pipeline or tranimes.
japs have their waifu collection products where in order to have every new girl in the show interesting for horny audience they have to hit an all-increasing spectrum of quirks, personalities, and physical features.
When you have done with the hojousama waifu, the big titties dork waifu, the loli waifu, the icy beauty waifu, the crazy yandere waifu, etc, when even your competitors are doing so too, eventually, you get to the point of saturation you introduce the waifu with a new particularity: it's actually an HE and has a penis. this is nothing new they are doing it for a bit of time already

there was a comedy anime that absolutely satirize this point into oblivion called: Baka no Test.
In this anime the cast of adolescent protagonists lust after the girls of their school, yet there is this male character called Hideyoshi who is a man, identifies as man, and does nothing, in particular, to appear feminine, yet his extremely effeminate looks caused characters and audiences alike to question their sexuality. everybody frequently mistakes him for a girl and there are way more gags around it, like how the love interests of the protagonist see him as a rival. how he win the female beauty contests etc. coup de grace Hideyoshi has a twin sister which is physically identical to him but the caster of protagonists shows zero interest in her. underlying the absurdity of the waifu-penis trope
