Seriously, I got 4 and don't like it that much. 3 is where it's at, get the base game and just unlock all the DLC or if you wanna go whole hog just pirate the game(it's easier than ever). Sims 4 can go fuck itself IMHO, even the mods aren't that great for it.
Even ignoring the degeneracy there was only so much they could have done with the engine. They originally designed it for mobile (multiplayer as well IIRC), which is why they scrapped the open world. Not even mods can make up the deficit.
Exactly that's why and yes, mods can not in any way fix that glaring engine issue. Coming from 3 to 4 feels like you're missing something. 3 was by no means stable and ran like ass last I played it on my old computer but it was very, very fun to just fuck around in. The only good thing Sims 4 has done is give us Meme House.
