Common in Europe - the drinking culture involves walking from bar to bar getting increasingly drunk along the way, so you either have these, or you have have people pissing all over the place.
I'm reminded of a steelworker's saloon in Pittsburgh (I forget the name) that had a trough running at the bottom of the bar so patrons could just unzip and piss without having to lose their place or wait in line for the head.
