I really do question the motives of much of the anime industry, when they quite consistently release otherwise decent/passable media... with one hypersexualized prepubescent girl attached. Seems to me that a decent number of artists are trying to lead/push people into it.
If I were to guess, probably more to do with idolisation of youth than anything else.
They still have less rape gangs than the West so we can't use the argument that one leads to the other, just more of a consumer argument of 'I don't like this, so I won't buy or view it'
Japan has historically had a... strange relationship with naked little girls. IIRC they only finally made softcore CP illegal in the early 90s, before then you could find books full of pictures of naked children in bookstores.
That they would become totally naked during their transformation scenes, but it was edited out for North American audiences. Or not. It was supposed to be something you needed to use slow-play on your VCR to find.
