It's not that it wasn't required. It was just that people wouldn't obey, and there were apparently too many for the flight crew to do (or try to do) something about it.

Meanwhile in Seattle, I saw people driving on their own with mask on.
People still do that and I see it daily over on the east coast

I thought the CDC was trustworthy in that I thought masks might very well be effective cause they initially said not to use them.
I've heard that complaint a lot. I did the same when I went to the store, which is a 5 min drive. I didn't bother to take it off when going there.
