Does it seem like they announce this stuff to blunt criticism of recent releases and to market them? I could have sworn they announce Round Head's trilogy after the backlash was starting against TLJ. In hindsight, it looks like a marketing stunt to help TLJ. I'm not sure on the timing of the other announcements.

They announced that he was getting his own trilogy before the release. It was definitely a stunt to hype TLJ.
D&D were announced around the time of Game of Thrones S6. Then S7 dropped and so were they :)
I think its more to gauge response. If it generates hype and excitement to X level, they likely would enter plans to actually have it happen.
If it receives enough backlash to make it more of a risky venture instead of a guaranteed money printer, its likely shelved quietly.
