When some random dindu guns down an old lady in the street, it's expected, but when you gun down that dindu, you protected and served that old lady; you're encroaching on their racket and making them look bad. It becomes personal. In the eyes of the public you're a hero; in the eyes of the cop though, you're a vigilante who's going to spark a wave of vigilantism and perceived police ineptitude.
