Seattle is one of those towns et up with antifa assholes who attack firemen at fires, throw rocks at EMTs on the job . . . my guess is that this is the sort of "run in" they're being squeamish about. I've never understood the ghetto hostility towards firemen or ambulance crews.
At that point, you have a moral imperative to abandon the community to protect yourself, or fight the degeneracy in the community to fix it. One of the two has to be chosen.
If emergency services need an armed escort to ensure their personal aren't injured or worse doing their job, of course they going to make a blacklist of these zones. Add to that the problem of cities and not knowing the people living next to you and these incidents will keep occurring

Unfortunately, that's not the problem in a lot of these places. A lot of these places are effectively foreign colony controlled by gangs and cartels. Everybody actually does know each other, and they've developed a venomous and pathological community that supports crime as a lifestyle.
It's unfortunate, especially as a Libertarian, but just as all cultures are not beautiful, all communities are not good. Some of both deserve to be bulldozed. My only thing is that most pathological communities self-destruct when you stop subsidizing them, which is what the government normally does. Hence why I keep referring to it as Criminalism.
Especially when you consider that a lot of the 'diverse and beautiful' communities currently preying on the vulnerable would be destroyed without government intervention.

There are already no-go zones for police without significant back-up available. Like in Skid Row. Anywhere where the cartels or gangs are in total control, the EMTs would be fucking crazy to go down there without police support, and the police won't go down there without above average support.
I don't even think the blacklist is the problem. The issue is why you need a blacklist in the first place. Your city has so utterly devolved and has become so crime infested that the cops and EMT's can't traverse places already.
As with counter-insurgency, you need to be able to get out and walk unmolested in an area before you can claim it's secure. If you can't get out of your cars, can't stop, or get attacked, then you need to flood that area with security forces until you can.
But because it's Seattle, that's not going to happen. This is Criminalism at work.

I'd agree, but the article specifically says some of the houses had the same people inside. It's an attempt to say the violence isn't real.
Emergency services are under no obligation to pretend not to recognize patterns, but it sure sucks for the people around there.
