in Birds Of Prey, Margot Robbie's Harley "emancipates" herself from the Joker and starts a gang of girl boss badasses. There is also the recent cartoon titled Harley where Harley and Poison Ivy are literally a lesbian couple, and their dialogue and humor mostly just consists of misandric snark.
Also they had to completely gut Poison Ivy's character, because in the original Animated Series she was conniving and manipulative. Her team-ups with Harley was based on a power play by Ivy to control Harley into doing what Ivy wanted (similar to how she controlled men).
But having Ivy manipulate Harley and groom her into her sidekick in the "modernized" HBO cartoon would be too much like reflecting real life lesbian relationships.
Thats a good way to look at it, I also see it as just not having any female characters that are appealing to men because of "muh male gaze". Most of the female Batman villains were very Bond Girl like, and that doesn't appeal to the legbeards writing the show because Chads like Batman irl reject them, so they would rather write their femcel revenge fantasy instead.

It's a demoralization tactic wherein men who find certain traits of women highly attractive, they turn them alphabet and make them despise/hate/have zero interest in men. It's a way of saying "This woman, with traits you like, has no interest in you, and by proxy, women like this have no interest in you."
Similar to someone's post recently about how they've turned all tomboys into alphabets or encourage them into alphabet degeneracy as a way to deter females from liking male hobbies -- who otherwise would mingle peaceably with their male counterparts.
You see them consistently take popular femme fatales or characters (depicted as good or bad) that men really like or find attractive in some way, and re-orient them as a way to appeal to the legbeards, as you mentioned, and demoralize men in the process by outwardly making it known "You can never have someone like this."
(I mean, not that men should really want women like Poison Ivy or Harley, but for the men who find them physically attractive in some way, it depicts the notion that women with traits men like, aren't into men.)

It was weird enough when Gotham made Ivy an “aged up” (twice!!) kid, thereby leading to the conclusion that she is a kid in an adult’s body…

“I know, let’s age her up a bit!”
