The answer I gave you is the best one that anyone could give you: the Ukrainian government can make whatever barometer they want. If their decision is unpopular with the people, they'll lose the next election. If it's popular with Ukrainians but unpopular with Russians, tough shit for the Russians. The Ukrainian government has 0 obligation to treat ethnic Russians living in Ukraine in a totally nondiscriminatory manner now. In fact, that's what generally happens to invaders as a rule. If the Russians win, Ukrainians will face cultural genocide and they know it. So Russians in Ukraine are a threat. Russian language schools being banned, for example, would be 100% acceptable.
