Theoretically Germany has a law against forming criminal organizations, which this would be. Of course good luck getting anyone in Germany to enforce those laws against left-wing extremists. These laws never apply to the left because we have a two tier justice system where the government's brownshirts are exempt.
Even if they have to pay, there are funds that will just give them money. The legal system isn't going to stop this.
