The most generic description is someone using a motion tracked avatar instead of their own face. What they do is up to the person. Play video games, watch stuff on youtube, make tier lists of (other) anime waifus. Watching programming sounds fucking boring.
I'm sure the massive popularity and number of them comes from people wanting to copy the success of Hololive / Cover Corp, a Japanese company that owns/manages a couple dozen characters.
Make no mistake Hololive are Japanese idols first and foremost. If you don't know the term it basically means a popstar with strict management.
A vtuber is basically the same as any other person who streams themselves doing stuff, such as games or whatever, and the only real limit is the amount of money behind their tracking technology. There are several corporate vtubers with actual record deals and live performances as their persona.
