Twitter actually doesn't have a policy called "media policy".
They have a sensitive media policy which bans adult content (unless flagged sensitive), violent sexual content, gratuitous gore, and hateful imagery. This policy does not apply unless pictures of white girls with fish tails are "hateful imagery".
They also have a synthetic and manipulated media policy which bans "synthetic, manipulated, or out-of-context media that may deceive or confuse people and lead to harm." This policy also does not apply unless Twitter is worried that people might harmfully suffer confusion about whether white girls with fish tails are real.
That is a very, very odd ban message.

My impression was they're trying to say he violated copyright law. I'm not trying to give any credit to Twitter jannies here; that's just my guess.
