What is the enforcement mechanism to make sure this family gets their reward?

Considering missing a child support payment by a few weeks will have you in jail faster than you can take a spit, whatever it is its not actually being used.

Really? I thought debtor's prison had been abolished around 1800. So it exists for this one thing?

Yes, though the states determines the level before they come after you (2500, 5000, and 10k are the most common) but it also depends on how corrupt the state is how serious they take it. Its still considered a misdemeanor with a 180 day to 6 month prison sentence and a fine.

One issue is that the prison sentence is determined by "owing too much in child support" but your missed payments don't stop because you are in prison, you are given a quite small window to pay down a growing debt before you get hit with more consequences.

I've not heard of someone being constantly sent to prison over it, but I have seen constant police harassment and loss of custody/visitation because of failure to pay off an impossible debt (as someone who misses a payment usually doesn't have money to pay off any debts) with fines constantly being added on top.
