I mean, I think the good Sergeant is being somewhat hyperbolic here, but still ... Gracchus was only allowed to make a nuisance of himself for so long before he was simply killed and dumped in a sewer.
Though I hope that anybody thinking along those lines in the modern era would note that the killing of Gracchus simply lead to Caesar seizing power soon afterwards.
