There are a number of green scam projects going in the middle east right now. None of them ever get completed because eventually someone with half a brain shows up and explains how retarded it is.

It would cost 100+ trillion dollars to build. It's basically just a skyscraper but built really inefficiently.
The maintenance costs would grossly exceed the benefits, making it quickly unsustainable and causing it to fall into disrepair and rot until it was condemned. Some skyscrapers are already difficult to justify keeping open if there is insufficient demand to pay the extremely high rents required to cover maintenance.
It's basically just an arcology, which is an extremely old idea, but in a "line" for no good reason. Nobody has ever built an arcology yet because it's stupid and a waste of money compared to just building a normal city.
