These black were pushed out into cities all over the country, clustering in dozens of new ghettos instead of just the one mega-ghetto of south central LA. This is actually what caused the crack epidemic, as the LA crips and bloods suddenly had huge national distribution networks.
This actually makes more sense than "the CIA did it", because the cocaine itself could have easily come from all those "Mexicans" (many of whom were probably false "Mexicans" from further south. Also, at the time of the Iran/Contra thing, a lot of Nicaraguans came north, too.) Then again, I get the feeling that most people think "crack" is something special/different from "regular" cocaine that absolutely needed some spook scientists to make (like meth or something.)
