I don't recall any "secret vampire cabal" in Bram Stoker's Dracula. She/they is a delusional fruitcake clamoring for victimhood points.
The first popular portrayal of "secret vampire society" stories I can recall would be Anne Rice's books, where vampires are portrayed like highly fashionable nobles.
Count Dracula was a highly fashionable noble. The allegory was how the aristocratic class was preying on the commoners. It was pretty on the nose actually
