Hooker places in japan won't just let foreigners in. It's bad for business. I saw some youtuber who tested this out by just walking from hooker place to hooker place (fuzoku or soaplands) and reporting the reaction. I think they waved him away at every place.

The problem is that foreigners are seen as dirty, so the business doesn't want locals to see a dirty foreigner and decide that the girls must be dirty too because they fuck with gaijins.
