Russia is always permanently on Hard mode, but I wouldn't call it a failing nation. Under Putin, Russia has significantly recovered from it's near total collapse under Yeltsin. The fact that they are still a regional power is due to his efforts to re-orient the country. A Russian Civil War is probably now fully out of the question, where it didn't used to be after 1989.
I said there wasn't much of an army. When your cadets and Junior officers are used as slave labor, escorts, punching bags, and sex toys it kind of degrades the value and strength of your army.

Russia is a difficulty beyond Hardcore, one that I am thankful to not live on.
The only reason there isn't a civil war is that there wasn't much of an army.
Just the opposite. There was a huge army... many of whom weren't paid. And a lot of unemployed veterans too.
That's normally a recipe for a civil war.
