I find it interesting that people think this is the regime doing it. It's certainly not impossible, but very unlikely - except if they manipulated some basketcase to do it, which would be more likely.

Operation Mincemeat was a successful British deception operation of the Second World War to disguise the 1943 Allied invasion of Sicily. Two members of British intelligence obtained the body of Glyndwr Michael, a tramp who died from eating rat poison, dressed him as an officer of the Royal Marines and placed personal items on him identifying him as the fictitious Captain (Acting Major) William Martin. Correspondence between two British generals which suggested that the Allies planned to invade Greece and Sardinia, with Sicily as merely the target of a feint, was also placed on the body.

The only other possibility I can think of is that he internalized it after the left kept pushing it over and over and over online. If you're looking for attention, they're paying a ton of attention to this archetype, if you make yourself this archetype then now you're the important person they're always talking about right? Normal people wouldn't want to become the villain, but you know, these are often people with a borderline or full on mental disorder themselves.
edit: my original theory is that he's a hardcore leftist who's depressed and saw himself as the "guy who charged into enemy lines with explosives and blew himself up" by pretending to be in the right and pretending to be influenced by everything leftist propagandists hate. Kinda like a jessie smollet who just takes it as far as hanging himself. But who knows, that was just the first guess that came to mind. It's just waaay to perfect.

All I'm saying is that I find it very unlikely if not impossible that he was directly incited to commit this massacre, not that this manifesto is not a plant, or that he was not provoked into making this statement. Those are definitely less unlikely.

They're above nothing, same as any other government. Risks are too great, vs. non-existent benefit they're going to be able to extract from this.
But I have no doubt they're capable of egging someone on to do something like this.
I guess they could say that they were trying to entrap him, but that he struck in an unexpected matter. But that would also have dire consequences for them - possibly a complete stop to this sort of entrapment they have been doing for the past 20 years.
