I think it is a good idea from Rand Paul.
Then in a few years the inspector general can say "this money disappeared into a black hole", and Rand Paul can point to the report to show how much money was wasted, and everyone will say "oh that sucks" and do nothing about it.
He knows they won't do it. It's clever, he avoids being blamed by sane people for the lack of aid.
i'd prefer no money sent, but if there HAS to be money sent, someone pinching every penny is at least acceptable.
