Are you referring to the brown dude who got tackled to the ground and shot three times in the wake of the July '07 bombing?

All he had to do was put his hands up and not run from the police while looking like a suicide bomber.
Why can't brown people put their hands up? Is there something that prevents brown people from understanding what 'HANDS UP, DON'T MOVE' means? What makes the brown person interepret 'HANDS UP, DON'T MOVE' to mean 'HANDS DOWN, RUN AWAY'?
I'm fairly sure they didn't identify themselves as police, because they were under the suspicion he was a suicide bomber and didn't want to prompt him to set it off.
So yeah, he ran from a bunch of random dudes jumping the turnstiles to come after him. Most would, I should think.
