That "answer in an hour" thing is so ridiculous too. If I have to run some errand on the way home from work, it can take longer than an hour. Or if I'm working, cooking, out with my dog. It's irrational to expect someone to get back to you in an hour when they don't expect you contacting them.
I suspect that's the point of it. Give an interval that can sound reasonable while actually doing everything you can to prevent somebody making use of it.
