It's essentially Afghanistan in the 70s-80s. A country that never quite got it together, and now the Russians are invading.
But as a buffer state, and something to used in a proxy war, they're certainly useful. Send them all the weapons the US has been stockpiling, but never had a use for. Hey, the guidance clusters in those Javelins have a half life of 6 years before they need re-calibration. Use em up, or spend over $4k a unit just so you can keep them on a shelf doing nothing another 6 years. ;P
