Nobody's nuking anybody. Mutually Assured Destruction is still a thing. If Russia or China launched a nuke they'd destroy the world through the retaliatory strikes. Putin may want to rule the world, but he doesn't want to rule over a nuclear wasteland.
That is the thing, I do not know if US would use the nuke in retaliation. The west have been very non-aggressive and Putin may just say screw it, I will rather risk a nuke then lose. A chance to win is better then no chance.
And lets not forget Iran that is very close to having nukes, how fast would they nuke up with a bit of help from Putin.
