Werewolf: the Apocalypse, I think it was introduced in one of the Books of the Wyrm.
The idea is that kids get abused on purpose to damage their souls (ie, to make a "hole" into which a malevolent spirit can slip in and reside); the kid will turn around and abuse others throughout his or her life, including any kids they come into contact with, also creating holes in THEIR souls, and once seven generations of this has passed .... (I can't remember, actually, that's probably something up to the Storyteller. My books are basically all in a box at the moment.)
Basically, devil worsrhippers with an agenda, doing the devil's work via abuse of the young. Same sort of people who would be responsible for the invention of "whtie" (crated) veal. Their master gets off on suffering. And in general, possession in this context isn't so much "the devil made me do it", it's more like "he did it, and the devil noticed".
But, as per old convos on the official mailing list that was a thing in the 90s, a lot of fans thought it was just too "out there" for there to be actual systemic child abuse going on in the shadows.
